公益財団法人 日本相撲協会は、女人禁制をその決まりごととし、土俵上に女性が上がることを禁止しています。これは、憲法14条第1項（性別等による差別を禁ずる条文）に明らかに違反しています。

一方、内閣府の公益認定等委員会は、同法人を「公益」と認定しており、このことにより同法人は、相撲興行やその他の相撲に関する事業収入への納税を逃れております。これは本来、日本に住む私達のために使われるべき税金が、憲法違反の女性差別を行っている団体の利益のために使われていることを意味します。
私達は、内閣府の公益認定等委員会に対し、公益財団法人 日本相撲協会の「公益」認定を即刻取り消すよう強く求めるものです。

広く報道されているように、同法人は2018年4月4日、土俵上でくも膜下出血で倒れた舞鶴市長の救命のために土俵に上がった女性に対し、土俵から降りるようにアナウンスしました。また、その4日後、4月8日に静岡で行われた大相撲春巡業「富士山静岡場所」でも、力士が土俵上で子どもに稽古を付ける「ちびっこ相撲」に、昨年までは「黙認」していた女児の参加を認めませんでした。

舞鶴問題に続いて、ちびっこ相撲で、好きな力士に稽古をつけてもらうことを夢みていた5人の女児達の夢を奪う行為を、私達は見過ごすことはできません。報道によれば、昨年までは女児達が土俵で力士達と相撲を取ることは「黙認」されてきたところ、今年三月の大相撲春場所中に巡業部長名で「年齢にかかわらず女性を土俵に上げないように」との通達が出され、「富士山静岡場所」の主催者側には、日本相撲協会から直前になって「女の子は遠慮してほしい」と連絡があったとのことです。

他にも、これまで太田房江元大阪府知事、中川智子宝塚市長ら女性が土俵上に上がることを拒否されてきたことは、大きく報道されてきたとおりです。スポーツライターの玉木正之さんが中日新聞に語った内容によれば、「大相撲の女人禁制は『血は穢（けが）れ』であるとする神道に結び付いている」とのことで、日本相撲協会は女性には生理があることによって、その存在を穢れと考えているとのことです。

しかし、女性の生理がなければ、大相撲の力士は一人として産まれていません。八角理事長も生理のある女性から産まれてきました。全てのヒトは生理のある女性から産まれているのです。相撲が神聖なものであるなら、ヒトの命を産む女性の生理も等しく、あるいはそれ以上に神聖なものです。明治150年の今こそ、女性を穢れたものとする多くの誤った「伝統」「文化」を改めるべきです。

日本相撲協会は現在、公益財団法人として、税制優遇を受け、公共施設を使い、興行においては自治体の後援も得ています。天皇杯、総理大臣杯なども「公益」認定があるからこそ設けることができている賞と考えます。

本来、相撲興行を神事とするのであれば、日本相撲協会には、公益財団法人でも一般財団法人でもなく、宗教法人こそが相応しいものでしょう。その場合、一宗教法人がNHKという公共放送を長時間に亘って利用しながらその神事（興行）を見せ、また公共施設を使用し続けることは許されません。

しかし、日本相撲協会は、長年の経緯により宗教法人ではなく、財団法人という法人格を選ぶことになったのだと推察します。そうした経緯を勘案し、財団法人という道を選ぶことを内閣府公益認定等委員会が許し、そのうえにまた「公益」と認定したのであれば、憲法違反の決まり事は即刻やめるべきです。

私達は、これ以上、「公益」とされた日本相撲協会が、女性差別を行いながらも、国や地方に納めるべき納税を逃れ、NHKという公共放送でその興行を見せ続け、公共施設の利用など、さまざまな恩恵を受けていることを許すことはできません。
以上の事実、理由により、私達は、内閣府公益認定等委員会に対し、日本相撲協会の「公益」認定を即刻取り消すよう、強く求めます。

Revoke the “Public Interest” accreditation of the Japan Sumo Association which discriminates women!

The Japan Sumo Association prohibits women from getting on the dohyo or sumo ring. This clearly violates Article 14, Paragraph 1, of the Japanese Constitution which prohibits discrimination by gender, etc.

In addition, Public Interest Corporation Commission of the Cabinet Office has recognized Sumo as being vital to the "public interest" thereby exempting the sumo performances, venues, and other sumo business revenues from paying taxes. This means that the taxes that should be used to benefit the citizens of Japan are being used for the benefit of organization that discriminates against women in violation of the constitution. We urge the members of the Cabinet Office's Public Interest Corporation Commission to immediately revoke the "public interest" accreditation of the Japan Sumo Association.

As has been widely reported, officials at a tournament held in Maizuru, Kyoto, ordered women out of the ring after they had gone to the aid of the local mayor who had fallen on the ring with subarachnoid hemorrhage. The women, at least one of which, had medical training and were in the act of performing first aid. And four days later on April 8, on Sumo wrestling’s spring tour stop at "Mt. Fuji Shizuoka", where during the past three years all children, regardless of gender, could participate in Kid’s Sumo training, officials did not allow the participation of girls.

Following the Maizuru issue, we cannot overlook the act of depriving the dreams of the five girls who dreamed to practice Sumo with their favorite wrestlers. According to reports, girls had been given tacit approval to participate in the exhibition.  At this year’s March tournament, the tour manager said they should not allow women on the ring regardless of their age, and the organizers of the Fuji Shizuoka exhibition were contacted by the Japan Sumo Association just before the exhibition and were told girls should refrain from participating.

 Other than that, it has been widely reported that the former Osaka Governor Fusae Ota, and mayor of Takarazuka Tomoko Nakagawa, were not allowed to go up on the ring. According to what Mr. Masayuki Tamaki, a sports writer, told the Chunichi Shimbun, "Forbidden women of sumo wrestling are tied to the Shinto idea that the blood is a bloody impurity." The Japan Sumo Association thinks women have a period of physiology, and it is thought that existence is impure.

But, without a woman's physiology, sumo wrestlers cannot be born. The association president Hakkaku was born from a woman who had a physical period. Every human being is born of a woman who has a physical period. If sumo is sacred, the physiology of a woman who gives birth is equally or more sacred. Now, in the year of Meiji 150, many mistaken "traditions" and "cultures" that make women filthy should be changed.

As a “Public Interest Incorporated Foundation”, the Japan Sumo Association is currently receiving tax benefits, using public facilities and sponsoring local governments at events. Some consider The Emperor's Cup, The Prime Minister's Cup, etc., as awards which can be set up because there is a "public interest" recognition.

If Sumo events were originally considered a Shinto ritual, then the Japan Sumo Association should be designated a religious corporation. Therefore, the Japan Sumo Association is not a public interest or a general foundation. If that is the case, a religious corporation would not be allowed to show its rituals while using public broadcasts on NHK or continue to use public facilities.  Apparently the Japan Sumo Association has chosen the corporate status of the foundation, not a religious corporation, due to the longstanding history.

In consideration of such circumstances, whereby the Cabinet Office's Public Interest Corporation Commission is allowed to choose the path of the foundation, and since it has chosen to recognize Sumo as a “public interest”, then the constitutional violations of discriminatory practices should be stopped immediately.

We believe that the Japan Sumo Association, the "public interest", has been discriminating against women. Therefore, we cannot allow them to escape taxes that should be paid to countries and provinces, continue to show their performances in NHK public broadcasts, and receive various benefits such as the use of public facilities. For these facts and reasons, we strongly urge the Cabinet Office's Public Interest Corporation Commission to immediately revoke the "public interest" accreditation of Japan Sumo Association.
